Pet Products Logistics for US Importers

Pet products logistics runs on steady replenishment more than peak surges, but the FDA, USDA, and AAFCO documentation load is heavier than most importers expect for a category that sits next to consumer goods on the shelf. Pet food and treats add FDA Prior Notice and FSVP on every entry, animal-origin ingredients pull in USDA APHIS, and state-level AAFCO enforcement can stop retail distribution even after the goods clear CBP. Platton runs full ocean freight coverage on every major trade lane into the US.

Platton handles pet products end to end. From factory pickup in China, Thailand, Vietnam, India, or Mexico, through ocean FCL, LCL, and drayage, through customs clearance with HTS classification, FDA prior notice, and USDA APHIS review where animal-origin ingredients are involved, to delivery at LA, Long Beach, Houston, Savannah, New York, New Jersey, or directly to a retailer DC.

Whether your program is 10 containers a quarter or 500 a year, the operations team running your account has run pet products before. They know the retailer routing guides for PetSmart, Petco, Chewy, Walmart, and Amazon, and they flag FDA, AAFCO, and USDA exposure before you commit a purchase order. Platton focuses on shelf-stable pet food, treats, and pet supplies. Cold chain and refrigerated programs are out of scope.

How importing pet products with Platton works

Most pet product programs follow the same path from factory to your DC. Here is the sequence Platton runs, with the responsibilities split clearly between us and you.

Origin pickup

your supplier or our origin team coordinates loading, ISPM-15 stamp verification on wood packaging, and document collection including FDA registration numbers and AAFCO label specs before the container is sealed.

Ocean booking

FCL for steady programs across kibble, treats, beds, toys, and accessories, LCL for samples and small SKUs. Most pet products move ocean FCL because cube wins over speed.

ISF filing and FDA prior notice

ISF transmitted to CBP 72 hours before vessel departure, and FDA prior notice filed for any pet food or treat at least 8 hours before ocean arrival.

US customs clearance

HTS code classification, Section 301 review, FDA Food Facility Registration verification, and USDA APHIS review where animal-origin ingredients apply, all completed before the container arrives at port.

Drayage and final delivery

the container moves from the US port to your DC, 3PL, or directly to a retailer DC on appointment, with peak-season congestion routing planned ahead of Q4.

Customs and compliance for pet product imports

Pet products carry a split federal compliance load: FDA for pet food and treats, USDA APHIS for animal-origin ingredients, and CBP for tariff and HTS classification. We handle each one as part of pre-shipment review, so issues surface at origin, not when your container hits LA.

Icon

HTS classification across Chapters 23, 39, 42, 63, and 95

classification drives duty rate and Section 301 exposure across pet food, plastic and leather goods, fabric toys, and animal toys. Wrong codes can shift landed duty by tens of percent.

Icon

FDA Food Facility Registration

every foreign supplier of pet food or treats needs an active FDA registration. CBP checks at entry, and a lapsed or missing registration holds the shipment.

Icon

FDA Prior Notice

required for any pet food or treat shipment, filed at least 8 hours before ocean arrival or 4 hours before truck arrival. Missing prior notice is the fastest route to a port hold.

Icon

FSVP (Foreign Supplier Verification Program)

the US importer needs an FSVP record on file for each foreign supplier of pet food, showing the supplier is producing food consistent with US safety standards.

Icon

USDA APHIS review for animal-origin ingredients

chews, treats, and supplements containing animal-origin material need APHIS review and sometimes a Veterinary Services import permit before entry.

Icon

AAFCO labeling

pet food labels in the US need to follow AAFCO model regulations as adopted by individual states, covering ingredient listing, guaranteed analysis, feeding directions, and species designation. State enforcement varies and noncompliant labels block retail listing more often than CBP entry.

Layer

Tariff and duty management

Two duty layers stack on most Chinese pet products: standard MFN duty and Section 301. AD/CVD is rare in this category, but Section 301 alone can move landed cost by 25 percentage points. We map both layers across your PO book before bookings get locked.

Tariff management

Section 301 tariffs

most Chinese pet products and accessories fall under List 1 through 4A, adding 7.5 to 25 percent on top of standard MFN duty. We track active and expired exclusions against your HTS codes.

Diversification analysis

when Section 301 exposure makes a Chinese category uneconomic, we model Thailand, Vietnam, or Mexico landed cost alternatives against your forecast volume and AAFCO compliance requirements.

Duty drawback

recovers up to 99 percent of paid duties on pet products re-exported within three years of import. Filings coordinated as part of your account.

How your pet products account runs

Each Platton account gets a dedicated operations team that has run pet products before, not a rotating queue of generalists who learn FDA and AAFCO requirements on your time. Our ecommerce fulfillment network handles D2C and B2B order processing across major US warehouses.

Account

ERP and TMS integration

we pull POs from NetSuite, SAP, or your PO system and build container plans by vendor, SKU, and retailer ship window.

Account

Routing guide enforcement

guides for PetSmart, Petco, Chewy, Walmart, Target, and Amazon load once and apply on every booking, including labeling, packaging, EDI 856 ASN, and appointment-delivery requirements that drive chargebacks if they slip.

Account

Weekly status calls

open POs, vessel performance, FDA and USDA hold risk, customs holds, demurrage risk, and peak season capacity.

Account

FDA and AAFCO documentation file

registration numbers, FSVP records, prior notice templates, and AAFCO label specs stored against each supplier and SKU so the next entry runs without scrambling for paperwork.

What you can track on every container

Container status flows into one dashboard, with the events that actually move money or affect a retailer ship window flagged ahead of time.

01

Vessel ETA and milestones

origin departure, transshipment events, US arrival, customs and FDA release, drayage appointment, and DC arrival.

02

Demurrage and detention alerts

48 hours before free time expires, with daily cost projections so your team can decide whether to release the container or absorb the cost.

03

FDA, USDA, and customs holds

any documentation, classification, or APHIS issue escalated inside the operations team before it affects your ship window or causes a retailer chargeback.

04

Quarterly performance review

on-time arrival to retailer DCs, customs accuracy, freight spend by lane, and duty paid by HTS line, so you see the trend instead of one-off events.

Background

Pet products importing: frequently asked questions

Pet food and treats fall under FDA jurisdiction the same way human food does. The foreign manufacturer needs an active FDA Food Facility Registration renewed every two years. Each shipment requires Prior Notice filed at least 8 hours before ocean arrival or 4 hours before truck arrival. The US importer needs an FSVP record on file showing the supplier is producing food consistent with US safety standards. We verify registration status, file Prior Notice on every shipment, and maintain FSVP documentation as part of the account, so a lapsed registration does not surface mid-entry.

USDA APHIS Veterinary Services oversees the import of any pet product containing animal-origin ingredients, including chews, jerky, rawhide alternatives, and supplements with animal-derived components. Depending on the source country's disease status, the product may need a Veterinary Services import permit, an export certificate from origin, and a country-specific health attestation. We screen ingredient lists during supplier onboarding and confirm APHIS requirements before booking, so a paperwork gap does not turn into a port hold on arrival.

AAFCO is the Association of American Feed Control Officials. It publishes model labeling regulations that almost every US state has adopted, so AAFCO compliance is enforced at the state level rather than directly by FDA. Labels need to show product name, species the food is for, net quantity, guaranteed analysis of nutrients, ingredient list in order of weight, feeding directions, and the manufacturer name and address. State enforcement focuses on retail rather than entry, but noncompliant labels can shut down retail distribution after the goods are already in the country. We confirm AAFCO label compliance during supplier onboarding so the label is fixed before it ships, not after.

Section 301 adds 7.5 to 25 percent on top of standard MFN duty for most Chinese pet products under List 1 through List 4A, including accessories, plastic toys, beds, carriers, and many treat categories. Exclusions are limited and the active ones expire and get renewed on USTR schedules nobody is tracking on your behalf. We track active and expired exclusions against your HTS codes and flag any product where a renewal or sunset would change your landed cost in the next quarter.

No. Platton focuses on shelf-stable pet food, treats, and supplies that move at ambient temperature. Cold chain, reefer, and frozen pet food programs are out of scope. If your program mixes shelf-stable and cold chain SKUs, we can handle the ambient portion while you run cold chain through a specialist provider. For accounts that are entirely cold chain, we are not the right fit.

China to US West Coast averages 16 to 22 transit days from Shanghai or Ningbo into LA or Long Beach, plus 7 to 10 days for origin booking. Thailand to US West Coast averages 18 to 24 transit days from Laem Chabang. Vietnam to US West Coast averages 18 to 22 days from Ho Chi Minh or Hai Phong. Peak season demand can extend ocean transit by 5 to 10 days because of vessel rolling and port congestion.

For pet brands selling on Amazon, the routing layer is the FBA labeling and appointment system. We build FBA-compliant labels and pallet plans at origin, deliver direct to the assigned Amazon FC on a scheduled appointment, and surface chargeback risk before pallet drop. FBA prep can be done at origin to compress the inbound timeline if your program is volume-stable enough to justify it.

Yes. Duty drawback recovers up to 99 percent of paid duties on pet products re-exported within three years of import. For accounts with Canadian distribution, cross-border sales to Mexico, or seasonal overstock that ships overseas, drawback can recapture meaningful duty positions that otherwise stay with CBP. We run quarterly drawback eligibility reviews so the money does not sit in CBP forever.
