Sports and outdoor importing: frequently asked questions

CPSC 16 CFR 1203 governs bicycle helmets sold for use in the US, requiring impact and retention testing and standardized labeling on every helmet. ASTM standards govern other recreational categories: F2040 for ski and snowboard helmets, F2032 for skate and BMX, F1492 for skateboards, and category-specific standards for climbing, water sports, and protective gear. Each SKU needs current test records from an accredited lab. We verify test record currency during supplier onboarding and confirm validity on every shipment, so a stale certificate does not surface mid-entry.

E-bikes, e-scooters, e-mowers, and hoverboards all contain lithium-ion batteries that classify as UN3481 (batteries packed with equipment) or UN3480 (batteries shipped alone), Class 9 dangerous goods. Ocean shipments need DG-compliant packaging, marking, and state-of-charge limits. Air shipments need IATA-compliant packaging and routing. Increasingly, retailers and jurisdictions require UL 2849 (e-bikes) or UL 2272 (e-scooters) certification before they will accept the product. We coordinate origin DG paperwork, IATA compliance for air, and UL certification verification as part of the booking.

New York City Local Law 39 bans the sale, lease, or rental of e-bikes, e-scooters, and replacement batteries that have not been certified to UL 2849 or UL 2272 by an accredited test lab. The law took effect in 2023 and other cities are following with similar rules. For brands selling into the New York metro market or any retailer with national distribution, UL certification is now a gate to retail listing, not a nice-to-have. We confirm UL certification status during supplier onboarding so the product is not blocked from key markets after it lands.

Section 301 adds 7.5 to 25 percent on top of standard MFN duty for most Chinese bicycle, e-bike, fitness, and sports goods categories under List 1 through List 4A. E-bikes received a temporary tariff exclusion period that has since expired for many categories. Conventional bicycles from China also carry AD/CVD exposure on certain categories. We track active and expired exclusions and AD/CVD scope against your HTS codes and flag any product where a change would move landed cost in the next quarter.

When dimensions exceed FCL limits or stack inefficiently, the piece ships breakbulk on conventional vessels or on flat rack containers. We coordinate crating at origin, port-side handling, and over-dimensional flatbed or step-deck transport on arrival. For programs with regular oversized SKUs (kayaks, paddleboards, large rowers and ellipticals), we plan capacity ahead of spring and Q4 peaks so you are not negotiating breakbulk on the spot market in March or September.

China to US West Coast averages 16 to 22 transit days from Shanghai, Ningbo, or Shenzhen into LA or Long Beach, plus 7 to 10 days for origin booking. Vietnam to US West Coast averages 18 to 22 days from Ho Chi Minh or Hai Phong. Taiwan to US West Coast averages 14 to 18 days from Kaohsiung. Peak season demand from January to March (spring inbound) and August to October (Q4 inbound) can extend transit by 5 to 10 days because of vessel rolling and port congestion.

For brands selling on Amazon, we build FBA-compliant labels and pallet plans at origin, deliver direct to the assigned Amazon FC on a scheduled appointment, and surface chargeback risk before pallet drop. For oversized SKUs that Amazon classifies as heavy-and-bulky, the inbound process is different and we route accordingly. FBA prep can be done at origin to compress the inbound timeline if your program is volume-stable enough to justify it.

Yes. Duty drawback recovers up to 99 percent of paid duties on sports and outdoor products re-exported within three years of import. For accounts with Canadian distribution, cross-border sales to Mexico, or seasonal overstock that ships overseas, drawback can recapture meaningful duty positions that otherwise stay with CBP.
