Industrial equipment importing: frequently asked questions
FCC compliance covers any device that emits radio frequency energy, intentionally or unintentionally. For industrial equipment that includes most modern machinery with wireless controls, Bluetooth, Wi-Fi modules, or VFDs. The supplier or importer needs an FCC Declaration of Conformity, an FCC ID for certified devices, or a Supplier Declaration on file before customs release. CBP can hold equipment for missing or invalid FCC documentation. We collect FCC paperwork during supplier onboarding and confirm it is valid on every shipment, so the customs entry is not the moment you find out the certification is incomplete.
Engines used in nonroad equipment like generators, compressors, pumps, and portable industrial gear need EPA Form 3520-21 at entry, declaring whether the engine meets the applicable EPA emission tier or qualifies for an exemption. Equipment that contains hydrofluorocarbon refrigerants triggers EPA reporting under the AIM Act phasedown. Missing declarations hold the shipment at port until the importer files corrected paperwork, and noncompliant engines can be refused entry entirely. We screen every order for EPA exposure during the booking process.
When dimensions exceed FCL limits, the piece ships breakbulk on conventional vessels, on flat rack or open top containers, or on heavy lift carriers depending on weight and over-dimensional profile. We coordinate engineered crating at origin, lifting point validation, port-side rigging, and over-dimensional flatbed, step-deck, or heavy haul transport on arrival. For oversized pieces moving to a plant interior, we coordinate route surveys, permit applications, and rigging at the install site as part of the same booking.
Most industrial equipment classifies under HTS Chapter 84, which covers machinery and mechanical appliances, or HTS Chapter 85, which covers electrical machinery. Within those chapters, classification depends on function, drive type, and whether the goods are presented as a complete machine, a kit, or parts. Chapter 84 also drives whether AD/CVD on certain fasteners, bearings, or steel wheels applies to your goods. We classify against active rulings before every PO cycle so the duty rate you forecast is the rate you actually pay.
Section 301 adds 7.5 to 25 percent on top of standard MFN duty for most Chinese industrial equipment categories under List 1 through List 4A, including motors, pumps, machine tools, fasteners, and electrical components. Exclusions are limited and the active ones expire and get renewed on USTR schedules nobody is tracking on your behalf. We track active and expired exclusions against your HTS codes and flag any product where a renewal or sunset would change your landed cost in the next quarter.
Germany to US East Coast averages 14 to 18 transit days from Hamburg or Bremerhaven into New York, New Jersey, or Savannah, plus 7 to 10 days origin booking. Japan and Korea to US West Coast average 12 to 16 transit days from Yokohama or Busan into LA or Long Beach. China to US West Coast averages 16 to 22 transit days from Shanghai or Ningbo. For breakbulk and heavy lift moves, transit is often longer because vessel schedules are less frequent and routing depends on cargo loading at multiple ports.

For line-down or commissioning events, we set up air freight lanes from origin airports to the closest US gateway, with same-day pickup at origin and direct truck delivery to your plant on arrival. We coordinate origin paperwork, FCC and EPA declarations, and customs entry in parallel with the flight, so the part is not sitting at JFK waiting for documents. Yes. Duty drawback recovers up to 99 percent of paid duties on industrial equipment that is either re-exported within three years of import or used in US manufacturing where the finished product is then exported. Manufacturing drawback in particular fits OEM and contract manufacturer accounts that import machinery, run it for US production of export-bound goods, and then claim back the import duty paid.
